Overview

The Senior Technology Manager position reports directly to the Director of Technology. This position will be responsible to support the mission and values of PVM and the goals of the Department of Technology. Working with the Director of Technology, the other members of the department’s staff and various contractors. This position is primarily responsible to perform budgets, quotes, invoicing, payables and extensive low voltage technology support. Senior Technology manager will work very closely with Facilities Advancement (FA) in Design, Quoting, and Project Management. Finally, this position will manage DOT’s Low Voltage Vendors in selection of vendor, support in quoting, implementation and all related billings and payables.

Responsibilities

  1. Smooth general maintenance of tech systems and network operations center, including implementation of planned routine capital additions and security.

  2. In collaboration with Chief Technology Officer, continue managing a “profitable” business for DOT with PVM affiliate entities, but meeting or exceeding the reduction of net operating losses as a percent of revenue.

  3. Oversee the technological infrastructure (networks and computer systems) in the organization to ensure optimal, uninterrupted performance. Advise PVM leadership of the costs, value, and risks of technology to management on suggested actions.

  4. Evaluate and recommend hardware and software products.

  5. Evaluate and recommend improvements in systems and processes.

  6. Work with Risk Management team to ensure that technology systems procedures and policies are properly written, implemented and enforced.

  7. Continue to update/enhance phone and data connectivity to save money and improve quality/performance of communication.

  8. Continue to prioritize work and keep up on all communications (Verbal, Written- Email and Text Messages. Set deadlines on Tasks and long-term projects.

  9. Support Low Voltage Technology (Door- Gate Access, Security Cameras, Phones, staff network and corporate network operation center. (NOC).

  10. Submit Low Voltage Annual Budgets (Obligated Group, Housing, Tax Credit, Managed Properties).

  11. Facilitates the integrated strategic technology planning for PVM in the area of Village upgrades to meeting the Strategic Initiative of bringing all Villages up to the PVM standard of hardware, software, enabling systems, etc. (see Technology defined above).

  12. Leads the assessment, planning, and upgrades and conversions of Network Operations Center hardware, cloud-based computing, mobile devices, etc.

  13. Procure and approve Quotes for requested projects or repairs.

  14. Develops and executes contracts and other documents necessary to provide for the functioning and necessary advancement of PVM’s technology related programs and services within established PVM policy on Limits of Authority. Maintains technology related permanent contractual files.

  15. Assess Villages on Broadband (i.e. Comcast, Charter) and move to SATV solution.

  16. Support the efforts of FA through the design of low voltage cable plant infrastructure for PVM Village Projects and Property Management Agreements.

  17. Support on all levels of Cyber Protection. Firewalls i.e. Proofpoint-(External), Client device security shields i.e. Comodo (Internal).

  18. Attend and participate in all appropriate meetings as well as take advantage of related training and development opportunities.

  19. Create and maintain a positive atmosphere of customer service, including continuous quality improvement, teamwork, mutual respect, professionalism and accountability.

  20. Embrace and enact the principles of the Partners InTechnology Initiative, particularly:- "Create a Partner" by engaging the end-user/Customer as a partner, working along with us to solve the problem(s) they happen to be experiencing.- "Go beyond the repair" by briefly explaining what the problem was, what had to be done to fix it, and what can be done to avoid its recurrence.

Qualifications

Education:

Minimum of an Associates Diploma but Bachelor’s degree is recommended.

Technical certifications in security door access, voice telephony and/or data networking systems preferred.

Experience:

A minimum of two (5) years of recent experience working with Microsoft desktop applications in Client/Server environments. Knowledgeable in Windows 7 and Windows 10 required.

A minimum of one (5) year recent experience working with Ethernet LAN environments.

Computer Skills

  • Proficient in Microsoft Office

  • Knowledge of maintaining Active Directory

  • Knowledgeable in mobile telephone and tablet troubleshooting and support

  • A working knowledge of the Windows operating system.

  • Knowledgeable in PC hardware

Certificates & Licenses

Must have a valid driver’s license and reliable transportation to visit village locations.

Microsoft Office Specialist preferred

Other Requirements

Avaya system administer training preferred

Verizon system administer training preferred

Ability to respond during “off hours” to Tech Alert System notifications.
