State of Michigan Senate - Human Resources Specialist in Lansing, Michigan

Job Description

Under the direction of the Director of the Senate Business Office and supervised by the Deputy Human Resources Manager, the Human Resources Specialist performs a variety of human resources administrative functions, including recruiting and interviewing prospective employees, conducting new employee orientations and exit interviews, verifying employment, responding to requests for information from outside agencies, and maintaining HIPAA files. The Human Resources Specialist is the primary point of contact for the Human Resources Department. ESSENTIAL JOB FUNCTIONS

  • Acts as the primary point of contact for the Human Resources Department
  • Facilitates the recruitment, screening, interviewing, hiring, and orientation of new employees; ensures compliance with the onboarding process for each new employee
  • Responds to personnel-related requests for information from outside agencies, such as Unemployment Insurance Agency correspondence
  • Reviews, audits, and enters data related to employee benefits, insurance carriers and vendors, and, as necessary, all data related to the functions of the Human Resources Department
  • Assists in the development, implementation, and maintenance of various processes to improve employee relations, including employee training, job description development, and performance evaluations
  • Audits and releases payroll in coordination with the HR Payroll Administrator
  • Maintains HIPAA files
  • Assists with front desk duties, and acts as a backup as necessary
  • Assists with documenting terminations and conducts exit interviews *SECONDARY DUTIES AND RESPONSIBILITIES *

  • Performs payroll entry when necessitated by time restraints or staffing shortages

  • Stays current with best practices, emerging trends, and compliance in employee relations and training
  • Performs all other duties as assigned by the Director of the Senate Business Office and the Deputy Human Resources Manager Required Education and Experience

EDUCATION/EXPERIENCE

  • Bachelor’s degree in Human Resources, or related field, preferred
  • Three to five years of experience working in human resources preferred
  • HR accreditation; experience conducting interviews; and knowledge of State systems and programs (e.g., HRMN, SIGMA) preferred
  • Other combinations of education and experience evaluated on an individual basis Alternate Education and Experience

  • Ability to interact effectively with elected officials and employees of every level and cultural background

  • Excellent organizational skills and ability to maintain strict attention to detail
  • Ability to use basic computer applications, including Microsoft Outlook, Word, and Excel
  • Excellent written and verbal communication skills; including ability to draft original correspondence
  • Ability to work outside of prescribed work hours when necessary
  • Ability to prioritize multiple tasks in a fast-paced environment and meet deadlines that may be rigid or subject to change on short notice
  • Ability to maintain confidentiality of information
  • Ability to work in a professional and nonpartisan manner
  • Ability to develop and maintain good working relationships with legislators and other elected officials, staff, vendors, and other agencies Additional Requirements and Information
